
Mobility Professional Profiles: New UNI 11977 Standard

The increasing significance of people’s mobility, along with its environmental, economic, and social implications, has led to greater demand for professionals who manage travel with efficiency, cost-effectiveness, and attention to environmental impact.
To address these requirements, the UNI 11977:2025 standard, titled “Non-regulated professions – People Mobility Management job profiles – Knowledge, skill, autonomy and responsibility” was recently published.
The standard is based on revisions to UNI/PdR 35 (published in 2018), conducted by Working Group 32 of the UNI Technical Commission 006 “Non-regulated professional activities” between October 2022 and January 2025. The process included input from major professional associations, training institutions, universities, and accredited certification bodies, including the Politecnico di Milano, represented by the Mobility Manager Eleonora Perotto.
The standard specifies requirements for four professional profiles involved in managing people’s mobility. These requirements detail specific tasks and related knowledge and skills, as well as levels of autonomy and responsibility, aligned with the National Qualification Framework.
The identified profiles are:
- Mobility Manager: primarily manages employees’ commuting between work and home.
- Fleet Manager: oversees company fleet operations.
- Travel Manager: organizes business travel for company personnel and public administration.
- Chief Fleet Mobility Travel Officer: coordinates overall mobility management and aligns actions across the organization.
The standard provides a framework that allows professionals to obtain accredited quality certification, and enables organizations to reference defined competencies and expected qualifications for mobility roles.
